So, to answer your question, Diablo II does indeed work in relatively the same way in that monster levels slowly increase from act to act, whether this means that any given act is easier than the previous (especially when comparing Act I of a harder difficulty to Act V of an easier difficulty) depends entirely on the character's build. It would be exhilarating and maybe even a little bit terrifying. Same thing with difficulty spikes. You want to occasionally hit the player with unreasonable spikes in difficulty to make them scramble and struggle. Diablo 2 did this a few times such as the Duriel fight and moving to higher difficulty, but Diablo 3 hardly did this.
In Normal mode, which I also like, its mainly about the meta game. You can suck at Diablo and still do well in normal because you understand the meta game. In Hardcore, you have to actually execute well, 100% of the time, or risk losing your character forever.

PoE is a trade-oriented game, while D3 is a no-trade game. Generally speaking I prefer trade-oriented games (like d2 with d2jsp or early D3 with the auction). I didn't like the decision to cut off the trade from D3 and to implement "smart drop" mechanics instead. But surprisingly, this decision in a way saved the game.
